HSE Manager

Job Description

Provide leadership and vision to the site and customer locations in the areas of Health, Safety & Environmental disciplines. Reviews, analyzes, and evaluates Health, Safety & Environmental issues to determine business impacts.  Formulate and implement effective solutions (people, process, and technology) in line with overall business strategies. Consults with Staff to identify current operating procedures, problem definition, and clarify program objectives.  Proficient in communicating detailed user requirements, planning, and follow-through required to develop or modify Health, Safety & Environmental improvements. Reviews and analyzes business applications related to Health, Safety & Environmental disciplines.

Manager is responsible for creating a positive safety culture and maintaining a safe and healthy workplace. It is the responsibility of each manager to ensure that employees receive regular training regarding health, safety, and environmental matters.  Each manager is also accountable to ensure that HSE matters are addressed in a timely manner and that compliance with both legislative and corporate requirements are maintained.


    Develop, maintain, and execute a program for HSE monthly workplace inspections. 
    Demonstrate leadership in Health, Safety and Environment compliance.
    Hold team members accountable for health, safety, and environmental compliance as part of the annual performance review process.
    Ensure that the requirements of the health, safety and environment management system are implemented and maintained, conducting annual program reviews.
    Execute hazard assessments, inspections, and audits as required by legislative framework and/or corporate requirements.
    Ensure training is provided to all employees, per established training matrix and regulatory requirements. Retain and maintain records per corporate and regulatory requirements.
    Provide information, instruction, and supervision to employees regarding HSE regulatory and company standards.
    Coach employees on use of best safety procedures and practices in a variety of industrial environments.
    Ensure that appropriate equipment, materials, and protective devices are provided and maintained in safe condition. Supply budgetary data for these items.
    Take every precaution reasonable in the circumstances for the protection of employees.
    Serve as company liaison with Corporate HSE and regulatory entities.
    Implement appropriate corrective measures for unsafe conditions and unsafe acts.
    Ensure that regulatory training is provided to all departmental managers and JHSC employees, per established training matrix
    Provides oversight and assistance to the investigation process for incidents/accidents.
    Conduct Post-Incident Reviews to ensure Root Cause Analysis and corrective actions are effectively applied.
    Other assigned duties related to HSE program. Organize, develop, implement and enforce Health, Safety & Environmental compliance standards.
    Provide technical assistance regarding Health, Safety & Environmental issues.
    Supply budgetary data on all Health, Safety & Environmental related expenses.
    Customization of Health, Safety & Environmental programs to achieve competitive advantage.
    Create detailed program annual objectives and supporting documentation using a variety of development tools.
    Support Risk Assessment and Design teams with operational safety as focus.
    Maintain technical skill set as required to achieve the highest degree of stakeholder satisfaction
    Partner with other staff to maintain a fault tolerant environment that pursues World Class excellence.
    Establish work priorities and manage HSE compliance schedule, and budget with understanding of Project Management methods. 
    Support Business Development and Purchasing as required concerning HSE matters.
    Maintaining client required contractor compliance, including training.
    Support worker compensation claim coordination with Claims Coordinator.
    Preparing data for and submitting required monthly, quarterly, and annual reports for HSE program.
    Develop and execute effective emergency planning and management strategies.
    Responsible for Joint Health & Safety Committee

Education And Experience

    Bachelor of Science Degree in a related health, safety, and environment discipline is preferred.  Additional related HSE management system training and relevant professional experience will be considered in lieu of degree.
    Seven plus years HSE working experience in a manufacturing environment.
    Solid technical knowledge of regulations: OSHA, EPA and other regulatory agencies.
    OSHA 30 Card (Outreach) - General Industry required (obtained within the last 5 years preferred). OSHA 500/501 completion and current card a plus. 
    Effectively able to present HSE training in a classroom setting.
    Experience with managing, preparing for, and participating in local and corporate audits; confirms closure of corrective actions.  Experience with regulatory inspections or audits preferred. 
    Experience with ISO management systems a plus.
    Education relating to Risk Assessment, Problem Solving methods, and Root Cause analysis beneficial. Use of ISO, AIAG, and TPS methods preferred.
    Emergency planning/management experience and CPR/First Aid/AED Certification preferred.
    Excellent oral and written communication skills.
    Ability to manage multiple task/projects/locations simultaneously.
    Must have the ability to travel within the U.S. and Canada (corporate office).
