Director, IT Strategic Planning and Programs

Position Title: Director, IT Strategic Planning and Programs
Department: Information Technology
Reports To: Chief Information Officer
 

Role Summary:

 

The Director of IT Strategic Planning and Programs is responsible for leading efforts to develop the Corporate IT Strategy and monitoring progress toward the successful achievement of the approved IT strategy. Additionally, this role is responsible for the preparation of the IT Annual Operating Plan, managing the Corporate IT budget and directing the IT Project Management Office.

Responsibilities:

 

Strategy
o Lead the IT Leadership Team in developing and maintaining the long-term Corporate IT Strategy, including associated system roadmaps, project portfolios, project business cases, financial and organizational requirements
o Work with the CIO to prepare the IT Project and Organization Strategies for presentation to the ATS Executive Leadership Team

 

Operations
o Monitor and report on the progress of projects in support of the overall IT strategy and Annual Operating Plan
o Lead the ATS IT Leadership Council planning meetings involving Corporate IT and ATS business-based IT leaders
o Direct the efforts of the IT Project Management Office, including ensuring compliance to the IT project management methodology, implementing effective project management practices throughout ATS, and project manager training
o Lead the engagement process between Corporate IT and the Germany Workers Councils.  This includes ensuring that the Workers Councils are provided with information about proposed projects, seeking agreements where required and helping to resolve any issues that may arise
o Ensure that all IT investments throughout ATS are properly justified and approved in accordance with the ATS Approvals Policy
 

Leadership
o Manage the IT Project Management Office and IT administrative support teams
o Provide leadership and oversight to a team of direct and indirect reports responsible for managing IT projects  
o Negotiate and manage key vendor relationships including establishing a process for evaluating new and existing vendors, to ensure services delivered meet the required business value objectives

 

Financials
o Lead the development of the Corporate IT annual operating plan and budget by working with the IT Leadership Team and key business stakeholders
o Work with ATS finance leaders to understand business requirements and develop IT budget guidance
o Work with IT leaders to identify and realize cost containment / savings opportunities
o Conduct external research to compare key IT performance metrics against industry benchmarks and initiate continuous improvement actions as deemed necessary
o Manage the Corporate IT budget; including monitoring results, reporting deviations, resolving problems, managing risks, and escalating issues as required
o Ensure that a business case is created and approved for IT projects and monitor projects to ensure project success
 

Qualifications:

 

Education:
o Bachelor’s Degree in Information Technology, Computer Science, or related field; a Master’s degree is preferred

 

Experience:
o Minimum 10 years of senior IT leadership experience
o Management experience working in a global organization and decentralized IT teams
o Experience in developing, presenting, and directing IT strategic plans
o Experience managing successful information system projects
o Experience leading an IT Project Management Office
o Thorough understanding of data privacy regulations and compliance methods
o Experience working with Worker Councils 
o Demonstrated ability to effectively manage and develop employees
o Strong vendor management and negotiation skills
o Ability to thrive in a fast-paced, rapidly changing environment
o Demonstrated ability to identify and propose new IT business processes and systems
o Ability to take ownership, demonstrate sense of urgency and drive operational excellence
o Demonstrated ability to communicate effectively across all levels of the organization 
o Excellent problem-solving, organizational, analytical, and time-management skills
o Strong coaching, mentoring and interpersonal skills. Exceptional communication and presentation skills. Ability to identify and propose new IT business processes and systems 
o High degree of judgment, discretion, and attention to detail
