Manager, Nuclear Service

Major Duties

The Manager, Nuclear Service is responsible for the technical execution and management of the Nuclear Services team.  This team is responsible to support nuclear projects both at ATS and in the field focusing on excellence in maintenance and execution. As the leader of a dedicated Nuclear Services Team, the Manager, Nuclear Service must be knowledgeable in nuclear service tool design and their operation and maintenance in radioactive environments. Specialized nuclear service tooling includes systems such as:


•    Reactor Inspection and Maintenance Tools and Delivery Systems
•    Reactor Refurbishment Removal and Installation Tooling
•    Reactor Single Fuel Channel Replacement Tooling
•    Reactor Decommissioning
 

Team Leadership and Culture:

  • Review project schedules on a timely basis to ensure the projects are completed on time and take corrective action, coordinating with other departments as required.
  • Assess workload, assign leads and team members to projects and oversee the completion according to specific deadlines and project schedules.
  • Conduct /oversee employee performance evaluations, recommend salary adjustments, and initiate personnel actions such as promotions, transfers, discharges and disciplinary measures for staff reporting to him/her.
  • Encourage and mentor direct employees to ensure that departmental morale and efficiency are maintained at the highest level. Conduct regular 1:1 with Group leads and direct reports
  • Support employee training by analyzing needs on an annual basis using the training matrix
  • Based on business goals and annual growth, establish resource requirements skills and organizational needs that will sustain adequate capacity and leadership within the department.
  • Coach team members on ABM processes, A3s, RCAs, cost benefit analysis, process development
  • Lead daily/regular team meetings
  • Prioritize resources to ensure all work is achieved. 
  • Deploy Visual Management tools for Engineering Team (i.e., Control Board)
  • Develop & deploy Team KPIs (Safety, Quality, Delivery, Productivity, Cost, and Employee Engagement)
  • Measure departmental KPI results and rework and develop improvement plans where required.
  • Set objectives on a yearly basis that align with business unit objectives and track progress throughout the year on those objectives.
  • Provide expertise for projects progressing through the manufacturing and system installation, execution, and maintenance stages to overcome and correct problems and technical difficulties.  
  • Interview and select applicants on their technical qualifications and suitability for positions in the department when hiring new personnel.
  • Hold departmental communications meetings on a regular basis (minimum once per quarter).
  • Develop outside suppliers in anticipation of overload situations.
  • Maintain a co-operative working relationship with your counterparts in other ATS business units
  • Advocate and foster a team environment within both the department and throughout the business unit.
  • Emphasize continuous improvement as a long-term goal and with the Director, implement procedures and programs to achieve continuous improvement in this area.
  • Act as back-up coverage for Director, Nuclear Service Operations as required
  • Ensure that all business activities are performed with the highest ethical standards and in compliance with the ATS Code of Business Conduct.
     

Customer Satisfaction:

•    Provide subject matter expertise within agreed-upon timeframes to Sales and Applications in the quotation process.  
•    When called upon to provide subject matter expertise, maintain overall customer satisfaction by anticipating and preventing issues before they become customer concerns and by optimizing the use of resources. 
•    Operate with key technical personnel at the customer site to position ATS as a key to their success and to influence subsequent buying decisions.  
•    Provide timely customer intelligence to Sales and Business Development.  
•    Monitor and report on internal customer satisfaction data to the Director and Relationship Managers.

Financial Performance:

•    Deliver on the departmental initiatives prescribed by the Director.  
•    Report on team project status using the project status tracking system.  
•    Ensure optimal utilization of resources within the team.  
•    Manage the team within the budget parameters by forecasting, implementing and defining resource plans and alerting the Director of project variances within time frames that prevent budget over-runs.
•    With the Director, collaborate on developing a departmental budget on an annual basis.

Quality Improvement:

•    Perform SWOT analysis on team performance as required by the Director.  
•    Recommend and direct the implementation of best practices and standard designs to improve quality.
•    Execute ABM continuous improvement projects.  
•    Measure and report on quality performance data.
•    Support the business unit quality system by maintaining quality system procedures, conducting a departmental audit and responding to NCR’s/CAR’s.

Technology Development:

  • Assess new technology to meet project requirements as authorized by the Director.
  • Report on performance of strategic third party suppliers.
  • Execute innovative programs to meet industry demand. 
  • Recommend and enforce design and engineering procedures and standard practices to comply with industry specific regulatory requirements.

Safety:

  • Demonstrate leadership in Health, Safety and Environment compliance.
  • Hold team members accountable for health, safety and environmental compliance as part of the annual performance review process.
  • Ensure that the requirements of the health, safety and environment management system are implemented and maintained.
  • Carry out hazard assessments, inspections, and audits as required by legislative framework and/or corporate requirements.
  • Ensure that training is provided to all departmental employees are per established in the training matrix.
  • Implement appropriate corrective measures for unsafe conditions and unsafe acts.
  • Ensure that appropriate equipment, materials and protective devices are provided and maintained in safe condition.
  • Provide information, instruction and supervision to employees.
  • Take every precaution reasonable in the circumstances for the protection of employees.
  • Attend HSE Due Diligence for Management training sessions.

Specific Responsibilities

  • Specific duties of the Manager, Nuclear Service include:
  • Coordinating activities and schedules with licensed facility owner/operator
  • Participate in development, review and delivery of Nuclear Service team training material
  • Coordinate on preparation of Daily Work Plans and Pre-Job Briefings, including Safety issues where required.
  • Monitoring, observing, and assessing maintenance work activities, including the adequacy of work execution
  • Monitoring to ensure personnel accurately transfer pertinent work task information into the customer’s management system, as required, and during turnovers.
  • Establishing the level of required resources for the work week to complete the scheduled activities. 
  • Monitoring progress of the weekly schedule and takes corrective actions to get the schedule back on track if required. 
  • Responding to and reporting incidents and accidents in accordance with ATS, the Client’s and the licensed facility’s Procedures
  • Resolving emergent issues with primary contacts (Client, Licensed Facility Owner/Operator, OEM suppliers, Client-authorized vendors). Referring unresolved issues to the Client’s Project Manager
  • Providing site support to the Client as required

Qualifications

Education:

  • A degree or diploma in mechanical technology, mechatronics, robotics, controls or industrial or manufacturing engineering. 

Experience

  • Ten (10) years of experience in maintenance of CANDU reactors and assembly and testing of nuclear service tooling is preferred, including specific experience with assembly and testing of nuclear service tooling.
  • Excellent Project Management and supervisory experience is required.
  • Practical working knowledge of the Quality Systems, codes and standards associated with nuclear maintenance (CSA N285, CSA Z299, CSA N299) is required.
  • Knowledge and experience with spare parts and/or materials management is an asset.
  • Must have a good working knowledge and experience using computer software applications, including MS Office and MS Project software. 
  • Demonstrated effective verbal and written communication skills are essential.
  • The ability to control and work in a team environment and excellent interpersonal skills are essential.

Other Requirements:

  • Will be required to be a Nuclear Energy Worker (NEW), as the work at CNSC licensed facilities is performed on radioactively contaminated tools.
  • Will require Bruce Power, OPG and/or CNL security clearances to perform short-term assignments at their CNSC-licensed sites on an “as-required” basis.
  • Occasional work at these temporary work headquarters is required.
